Wetting Agent for C-41 Process?

I notice that some tutorials on the C-41 process suggest using a bit of Photo Phlo in the final rinse.

Is this necessary? I do have some wetting agent but it's labeled for black & white film. Would that work?
 
And I can confirm that it works. Just processed my FIRST roll of color 😀 from a $5 Petri Color 35E lol 😀 will share pics later.
 
Indeed, the Stabilizer is containing also a wetting agent.

The old type Stabilizer, suitable for all C41 and E6 films (also before approx. 2001) is containing Formalin (0,5%-1%) and a low dose of wetting agent, best made in destilled water.
