Many, many "chain" stores worldwide can purchase enough film from a manufacturer to get them to "custom package" the film. Walgreens Drug in the USA has done this for years, with Agfa (now defunct). At one time 3M was the king of the "private label" film business. Usually the film is a standard film that is sold at a lower price with the "Store" brand packaging, thus protecting the markup on the "Name Brand" packaging. If you have the buying power of a 1000 store chain, you can have almost any manufacturer customize the packaging of a product for you. In the case of your "photo porst chrome x fuji" you should compare it to a Fuji product with the same ISO rating, and your guess would probably be correct, as while the manufacturer will willingly customize packaging, they would be more unlikely to customize an emulsion formulation.
