I believe media release type stuff like this generally falls into public domain. This will also make it more difficult to identify the original photographer.
Yes, now that you mention it, James Abbe is more likely, I have seen shots he took of the Astair siblings in the twenties that are quite similar to this one.
I was thinking of the Seeberger brothers, but their work seems to be, more often, outdoors/active. Hurrell's work is typically much more rigid/composed/polished/iconic....
