So, how do you vary development time when that single roll of film contains images that require differing development times?
You don't. But shooting with the knowledge of what kind of development you are going to give to the whole roll still allows you to meter and place your shades better because it takes any sort of guesswork out of it. You know exactly what texture will show up and how much.
