I have seen quiet a few 15/4.5 have shade wobble problem, It seems the focus helical and the lens barrel hass too much play, not tightly fit like most quality lens. Is any improvement in late production?

I bought mine recently from a great Leica/Voigtlander/Zeiss dealer in Montreal. It has been terrific. The lens has exceeded my expectations. And it is true - rangefinder coupling is not needed!

Which lens are we talking about? Voigtlander 15mm F4.5 Heliar Screw Mount or Voigtlander 15mm F4.5 Heliar SL Nikon F Mount. My Voigtlander 15mm F4.5 Heliar SL in Nikon F mount works well on my Nikon F and Voigtlander R2S with Voigtlander F S/C Adapter. No complaints here about quality.
I was actually surprised at how good the build quality of my new 15mm VC Heliar is; I cannot possibly see how the shade (which is a joke, imo) could be wobbly without there being some major event having knocked it off.
I got mine from Photovillage (via their eBay shop) almost two weeks ago.
The wobble is not severe, but if you hold the shade move side to side, you will feel a bit play (about 1 mm).
The name plate ring is glued on mine was fall off, I glued it back on. I found 50/2.5, 28/3.5 are all goof build quality compare to 15mm/4.5
