This is what Robert White UK emailed me:
"We would handle the 15% rebate for you
If you placed an order on our website, your money would be taken in full
We would then refund your card with the cashback and this enables us to claim it back from Leica UK
We are VERY short of stock at present and we expect a big shipment on Monday next week which should include enough stocks of 28/2.8 to satisfy an order"

I'm sure glad I read this thread. I had been agonizing over getting a 35 Summilux used from US, used or new from SE Asia, with/without warranty, with/without 6-bit coding; all either more than I wanted to pay or more risk than I like.
I just ordered a new one from the UK, what a great opportunity! £1882, about $2750. Then with the rebate it's just about $2338 plus shipping. Looking forward to its arrival...
Best info I have is that the US imposes no import duties on camera gear, which is consistent with my experience.

Boo Hoo. The only currency doing worse than the GBP at the moment is the Aussie Dollar (with the notable exception of the Zim Dollar). :bang::bang:
I have asked to be paid in Euros but my boss is having none of it.

Sorry for any confusion caused by my earlier post. I was going by the information posted on Robert White's website - which as others have confirmed with Leica UK etc. is not the case.
Therefore there are some excellent deals to be had provided the dealer has the item in stock. It's also probably worthwhile checking with some of the less well known UK Leica dealers.

Here's what I got back:
"We would be pleased to offer Leica lenses and handle the rebate/cashback for you
It is a bit complex but it does work
If you placed an order on our website, your money would be taken in full
We then refund your card with the 15% and in this way we are able to claim the cashback from Leica UK
We have no stock at present (both lenses) but we expect good deliveries on Monday next week and will start shipping all the orders we have to date
This means a slight delay in shipping (we normally like to ship the same day as we receive an order) We usually use UPS"
