I don't know, but it rather looks like some sort of torq tool. You measure the amount of pressure you are tightening screws or nuts.

Its quite obviously a torque measuring tool. It is calibrated in Newtons/centimeter and the page with the illustrations heads each pic with the torque value (e.g. 17 N-cm).

Dwig, I think that is Newton * Centimeters, rather than Newtons/Centimeters. Torque is the product of force times the length of the moment arm.
