Is it possible to have the M4 accessory shoe converted to a hot shoe?

If so, how much does this repair run if done by someone like DAG?

good question, I know the M4 has 2 sync plugs on the back and I guess one is for the flash, but I've no idea what the other one is for.

One for electronic flash, one for flash bulbs.

Don't know the price, but yes the shoe can be converted to a hot shoe.
 
Yes, the late Marty Forscher did it on a friend´s M3. Will probably run you $150.
Personally I don´t recommend it it's the weakest link in any M4-2, M6, M7, ... camera.

I use an inexpensive adapter on my M3 (earlier on an M2). It slides into the (cold) accessory shoe and provides a hot shot at the top with a sync lead.
