Can someone TELL me which tripod to buy to support a large format camera? Under 250.00 complete.

I like my Manfrotto/Bogen 3021PRO, But I'm not an LF guy. It's VERY robust and good, I think, for field work. I wouldn't know about the head for LF.

Under $250 ? Some old and heavy used GITZO comes to my mind. For example here in Tokyo we have some used-equipment shops who sell mostly broken cameras, lenses and cases for parts but usually also have a good assortment of former professionally used heavy tripods. I have seen a couple of LF suited in your price-range here so it might be worth looking for this kind of shops where you live.

EDIT: I just realized that your location is NYC. Well, NY is not such a big place for photography or design as Tokyo is but I think you should find something. 🙂

The 3021 is fine for field and lighter-weight monorail cameras if you get a good head on it. the 055 series legs are the current equivalent.

How big and heavy is the camera? I use different tripods for my Toho FC45X (1.2 kg) and my Gandolfi 12x15 inch Universal (15 kg).

An awful lot of people buy bigger, heavier tripods than they need. My MPP tripod (1 kg) works fine with most 5x4s.

I'll also recommend the 3021 (or its modern version, I forget the new model number). I have one with 3047 head that worked great for a 4x5 Graphic View Monorail when I briefly flirted with large format. I use it for my Hasselblad now.

another vote for the 3021 legs and the 3047 head.

and another person having no idea what their current designation is.

and another person who found out LF did not suit their style so uses the tripod with a MF SLR.
