To fit this 3:2 image into an 8.5 x 11" frame?

The image seems to be 402x600.... so if you want to keep the resulting image to 8.5x11 ratio, then crop 19 off the top and 61 off the bottom for a 402x520 jpg. Print to size for framing. Your eye saw the original ratio of sky and foreground so keep the same relationship.

... it's just one idea out of many.

I tried a bunch of crops with it, and hated them all. The image is beautiful in its original form, and just loses too much of the subtle gradation at the top and bottom, and its delicate balance as an image, if any cropping is done. I agree with everyone else, get a different frame. Or print it smaller and use a mat.

Thanks all, I tried some of the suggested crops on-screen, and like Chris mentioned, it's not the same.

I think I will look into custom mattes. Framing in 3:2, knowing that my readily available papers and frames are not that ratio has been a pain, so I need to find some source of custom mattes or get some tools to cut my own.

There is no need to crop. You just have to work out the correct size matte window that fits 8.5 x 11 without cropping image.
And since the attached is to scale you can take it, measure it and work it out.

I'd go square and lose all that blue off the top, it's very distracting. ;)

Nah, like the others have already said, use a matte.
