Nope. When I pick someone's photo as a favorite, I don't expect to hear a peep from them. If I comment on someone's photo (unless I'm asking a question), I don't expect to hear anything.
Flickr is such a weird beast. Any decent photo can accumulate hundreds of "awards" and comments. It's nothing more than a matter of marketing - putting your image in the right groups that require people to post awards/comments on images.

If they ask a question or make a comment on technique that invites an answer or comment in return its good manners to respond. Otherwise I usually do not. But I will check out their work and if its a style I like I will make them a contact.

No I don't respond if somebody makes it a favourite. Favourites are for many people just like a scrapbook of images that you want to remember, not even 'best' pictures sometimes, just an image that has a nice idea etc. If somebody makes a comment I tend to look at their flickr pages, but don't feel obliged to comment if I don't like anything. If however somebody asks a question either as a pm or on the comments page I always respond (when I see it).

Depends on who that person is and whether his/her work is something you admire. There is a big difference between coming from someone who favorites 200 photos a day vs. someone who only favorite 1.

I do - it seems only polite. I guess I think of it as a form of mutual masturbation - "Oh you like my photo ? I like yours too ...". It seems similar to the natural give and take of any polite conversation (asking X how he is even though you really don't care - but he asked you how YOU are, so ...). Also if, a "like" and a comment from me can make them closer to reaching their aspirations (maybe they REALLY want to be Flickr "Explored") and feel good about themselves, then what is one minute of my time ?
Of course I am entirely different on actual forums - but I guess it could be argued that THAT is pretty much a convention too ...

Only when they deserve a comment. Otherwise, it seems redundant to me. No a lot of photos make me want to speak out about it.

If someone adds one of my photos as a favourite, and if it isn't a gear photo (a photo of a camera or lens or some such) then I'll look at their stuff in a vague and often desultory way. If I like what I see, I might say something by way of a comment. But, then again, I very well might not.
If someone makes a note or a comment on one of my photos, then I'll respond - if their comment invites a response (even if it's only "I'm glad you liked the photo"). The more insightful the comment, the more likely I am to spend some time looking at their photos. If they've taken the time to figure out why they like one of mine, it's only fair to look through their's. That's not time-consuming, though, because it hardly ever happens. I use flickr as a repository for photos to refer people to, or to use when I post to the two or three photography forums I follow, not for any inside-flickr "social networking" things.

I only fav & comment on photos that I like. I don't expect any reciprocation from anyone & don't really care for the "you comment on mine & I'll comment on your's"...meanless. I feel this way if anyone comments on a photo of mine it means much more.

Look at it this way, they click on the favorite button, and they do not feel necessary to say hi or put a comment. And that's perfectly okay.
On the flip side, I *always* put a comment when I fave'd a picture. I don't tag as favorite a lot of photos, but the ones that I do, I really like. So I figure it's worth my time to say something about.

if people comment, I look at their stream and normally there's a pic worth to comment;
if they favorite I often see picture collectors with no own pics, but if there are pics I also take a look and if a pic is my taste I leave a comment;
they spent time to take a look at my stream so do I, found some interesting contacts;
all publicity is good publicity, isn't it?
