This is a misquote. The full sentence in that caption reads "It was only after the advent of digital photography, however, that it became possible to create high quality colour prints of Prokudin-Gorskii's work." [emphasis mine] Sheesh.
The majority of Sergei Mikhailovich Prokudin-Gorskii (1863-1944) glass plates and other photographs where purchased by the U.S. Library of Congress after WWII from his children.
why would you end the quote half way and start making up your complaint story?
And funny is, many here seem not to care what actually the origina quote says but build a case of sarcastic i-know-it-better on the misquoted sentence

Actually It wasn't a misqote. Since my original post the BBC have edited the comment to clarify the intended meaning...and the pedant that resides within me can now ease itself into a blissful slumber. Hoorah!
