Is this lens a good performer?

I have a chance of buying one cheap...

Never used one, so no comment on it's performance, but interesting to note that this is a three element lens. Very, very basic.

That's what I am wondering about. The f/3.5 version gets good reviews but I have been unable to find any reviews on the f/4 version..
