Summilux 35mm - oil on element?

I just bought an older Summilux 35mm Infinity lock 1.4 pre-asph from 1969

The aperture blades has some oil on them. Something one would expect on an old lens left in storage for many years.

I noticed after I bought it that the element of the lens has some spots. Could these be tiny oil spots? Would these be removed after CLA?
Could it also be haze? or worst case separation of the element?

Oil outgasses- and can form haze. Usually it will clean off with a CLA. In cases where it is thick on the glass, and left in place for a long time- it can cause coating damage and even can etch the glass. Your lens looks like very early stage- and I would guess that it will clean up.
