When I took it I had the impression of a slanted wheel on the fast scooter but later I think this is notan example of a Lartigue-effect
 
Downtown Hobbies circa 2000, Denver Colorado, not far from the 16th Street Mall. This was the side facing an alley. Already derelict when I arrived in town in the 1990s, I've never found any information about what the place was like. The area was becoming gentrified, but there was still plenty of grunge to be found. Today, the space probably houses a trendy bar.

David, What is a beach other than a sandy path reconditioned several time a day? Just they loiter a bit different.
And they even have celebrities there.
