Actually there's no single opinion on what Russian school of photography is. There's a host of good photographers shooting different genres in varoious styles; B&W and color, manipulated or not, digital or film. Often you can relate them by subjects or style (esp. those living in the compact areas of Moscow and St. Petersburg), but load them in a bus, drop in a middle of Paris for a week, and it wouldn't be trivial to infer single school from their work.
Also, calling all of the Soviet photography a degradation is a blanket statement. There was fairly good war journalism school, and of course creative people appear at all times regardless the regime. Street shoot of Semin for instance is outstanding, and he started in 1970s. And of course many contemporary Russian photographers were Soviet photographers 15 years ago
