Out of curiosities sake, I just pulled out an old 1982 "Popular Photography" magazine and noticed they used +/- 25% as their tolerance band for most speeds. The allowable error jumped to +/- 32% for speeds faster than 1/500th.
Anyone with an old 'turn-table' can put a white dot on a record (not a collectable one!) and photograph it at any consistant speed. The angle will directly translate to shutter speed.
