I don't understand scams like this. Do they treat it like short term loans
without interest?

this is microscam, you scam enough people and most people would just think ah that's only $1 $5 *small* changes and forgot about it, thus encouraging this kind of scam, notorious among the chinese auctions site, pretty sure they are testing the "international" market as well.

The money you get from refund can also be the insurance money that paypal get from who ever that runs their scam insurance thing, just like a credit card fraud, the scammer already gets the money, but the bank pay you back (if you are lucky and they actually did pay you back, that was money from insurance)

The other night I was perusing eBay for a Leica-R 6.2, just to see what they were going for.

The first thing I noticed in the search returns was there were three listings using the exact same photos. You could tell because one of them was of the back of the camera, clearly showing the serial number. Three listings, but only two sellers, with the one seller having two different prices on the listings.

So I reported them to eBay. Ebay bungled my report, so I had to straighten them out about it. They insisted that the listings would be investigated, but would not be letting me know what the outcome would be.

I haven't checked back yet to see if the listings are still there, as I didn't bother to put them in my Watch list. But even so, it's a lesson that you cannot judge a seller on their own merit, you have to do some research into what other sellers are doing to see if it is a scam. Low transaction numbers, and approval of under 98% are my key points when I start to look elsewhere.
