I have my color negs scanned at Walmart to a cd and Walmart scans them as Jpegs. If I am planning on doing extensive editing and processing to the images, should I convert them to 16bit TIFFs with a RGB color profile first? Or is there another file type that would work better?

8-bit TIFF should be fine. You'll never get back what will have been lost in the JPEG save.

The JPEG you got is only 6 bit, convert it to 16bit wont do any good, you have to have TIFF as original scan if you want to do extensive editing

you can't convert an 8 bit jpeg to a 16bit tiff.
