maybe the summicron's mount is borked and not catching the frameline selector? Is it a new lens to you?

The 35and 135 frame line is the default position when no lens is in the camera. One of the bayonet lugs of 50 and 90mm lensesis supp0osed tpo push against it and move the frame selector. The frame selecting mechanism in the camera might be jammed in that position. Try working the lever on the front of the camera and see if that frees it up. The other possibility is that you have a thread mount lens in the wrong adapter, or an adapter that's been modified to bring up the 35/135 frame lines. It's extremely unlikely that anybody would modify a bayonet mount 50 that way.

Looks to me like it's definitely missing part of the flange that catches the framelines. Either filed down, or simply damaged.
(edit - actually, I'm not sure now. The one that looks damaged doesn't appear on my lenses to be the one that engages the selector...)

So9mebody did a hack job and filed off the whole bayonet lug! Even if you wanted a lens to bring up the 35/135 frames you just need a few light file strokes.
Return the lens and get your money back. That won't be an easy fix. Or cheap!
And yes, that is the lug that sets the frame selecter.

Send it back. Or have DAG replace the mount.
Sell it to me, I don't need framelines on a G1.

if you are serious, the glass is clean and good. it has a hood but it has a dent. i dont see any scratches on the optics.
