35SP Aperture and Shutter rings loose

The rings on the lens for shutter and aperture have come completely loose. I can still find the groove but I'm assuming there contact cement that has come loose or a broken screw or something. Anyone seen this?

Just wondering if he should have it sent in or if it's something that can be done by the owner.
