A good, cheap 400 color film?

Title may be an oxymoron, I know...

Currently using Fuji Superia @ $2.50/roll/24

Any recommendations on cheaper, better 400 film for general picture-taking?? AND where to get it cheap(ly)??

I would check eBay. Lots of times you can buy out of date film cheap. Most times the film is fine. I have shot expired film many times. There use to be a local lab in my home town and they would sell me rolls of expired Porta for a dollar a roll. It was all keep in a refrigerator. Might check a lab near you.
 
I like Kodak Ultra Max 400 as well as the Fuji Superia.
You didn't where you are, so I'll guess the States from the $ sign.
Try B&H, Adorama, Freestyle and even Walmart.
$2.50 seems about right- and cheap
 
There aren't too many choices in 400 negative film these days and Superia is the cheapest one. I like the new Portra 400 but finally prefer Fuji 400H overall for the to my eyes more realistic contrast. Superia is a really good film.
