I'd seen it, but that article you linked has a misleading title and picture. The photographer was photographing a traffic stop by the police officer, not out in a field in daylight photographing a thunderstorm. That's no excuse for the police officer shooting the photographer!
What amazed me was the quoted mild response by the photographer, after the event. Maybe he was in shock.

I wonder what kind of training police get. They seem to be afraid of anything. Maybe they should get a job at a florist shop, not on the street as a cop.
