I suspect this image has been hand burnt and dodged.

It's not ideal, but in PS, one can use the gradient tool to even out the tones. I've not had much luck with it--get some muddy colors where the effect has been applied. Glad to see that it's probably not my lens or camera that's the problem (should hope not--just had the shutter adjusted). Thanks for all your input.
