Am I being had?

Good info. I wouldn't be surprised if this has become an unethical approach for a small fraction of eBay buyers.

Ethics are a cultural parameter. Tactics like the mentioned one would be perfectly acceptable in bazaar style haggling. I suspect that many cases of unexpected buyer behaviour are due to cultural differences rather than to intentional fraud.

This is what I believe happens. I have documented all my sales and purchases and found that as a seller, I get more hassle from ONE specific big country, or people from that country living in the USA. And as a buyer, I get also hassle from people in another ONE differentc big country.

You can at least minimize that by selling to only people in the U.S., can't you?
