Another synch. dial question

Just received my second Zorki 4 today, The first one I purchased worked the strobe set at 0, this new one will not fire the strobe unless it is set at the 10 mark or above ( works at 10, 15, 20 and 25 only)
Is this normal or do I have a problem with the synch. scale ?
