Apeture blades stuck in Electro 35

I just got a Yashica Electro 35 from Ebay and the camera looks OK cosmetically. I don't have the battery yet. The problem is when I went to test it out, the apeture blades seem to be stuck when I turn the apeture ring. Also, the time is not working. I have an Ecectro 35 GSN and the aprture blades work perfect.

Is this a common thing, and is this something I can fix easily?

I belive it's the Pad of Death (POD) problem...check in this forum for these words and you are going to find more cases.
