Since a few years the first of may in Kreuzberg is usually just a huge street festival and going there is as safe as you want it to be.

depends on your guide book
if it's your first time it might not be a bad idea to cover at least some (not too much) of the main tourist stuff to get a basic grasp of the city, after that it all depends on what you're after.
