I think the best 90mm lens is the best 90mm lens for the best 90mm lens. 😉
The choices you give are actually a matter of taste. The uncoated Elmar is prone to flare, but has a nice "old" look (in the pictures); Jupiter owners swear by it, but some also swear because of it (the quality control is a misnomer, there is no control...Russian Roulette anyone?) The Voigtlaender is a nice modern look.
If I were you I'd shop around for an 90mm Elmar-C; they can be found (used) for about $250; they are sharp, more flare resistant than any of the lenses you list.
If you can afford it, get the 90mm Elmarit (f/2.8), 1st Version...but I'm guessing that you have a screwmount body, and that lens is M-mount. Not cheap; at least $450 in good condition.
