Getting into the US probably won't be a problem, getting out of Europe on a flight to the states will be.
She really enjoyed her time in France, burglary aside, but we are hoping she will be able to make it onto the plane home. She'll have 4 days to get the paperwork done, or rather, have the State dept. get it done, so should be ok.
I'd read today of a couple of instances of Uber passengers getting pulled out of cars and beat up in Paris, due to the taxi strike. Talked to her today, and she said she had gotten an Uber ride yesterday after all her stuff was stolen, and I told her that at least she didn't get beat up to put a cap on her day, which made her laugh, so there's that.
Thanks again to everyone .

She still got her humour, that is a good thing! I expect the embassy will be able to provide her with emergency documents.

Monday came and went - did she get the documents she needed?

Thanks for asking. She did get everything she needed from the Embassy. Everyone there very helpful, and she will be back here tomorrow.
It is even possible that she may have some insurance coverage from the school, though we will have to see how that turns out. Have submitted serial numbers and receipts. The travel insurance not going to cover it.
Anyway, it's turned out probably as well as can be expected, and she's probably learned something which wasn't actually on the course description for the study abroad coarse. She's had a great time, all things considered, though she would love to have had the memory card back.
We put a message on the lock screen of her iPad with her phone number offering a reward for the return of the memory card, but he didn't call her. Surprise.
Thanks again to everyone for their help, and it was helpful.
