I just finished shooting my second roll of film on Olympus OM-1 using HP5 Plus film which according to the box has 24 exposures.

When I finished my first roll, the counter stopped at 28. Today it stopped at 29. This camera is new to me and I have not yet developed first film so I do not know anything about the quality. But am I possibly missing something or is this normal.

When I loaded new film, I did forward it to 1.
 
You'd normally get (maybe) 26 shots on a roll of 24 if you're lucky. If the film popped off the takeup spool, it's possible you didn't get the pictures you thought you did. After loading, always watch the rewind knob to see it turn as you wind the film to the next frame. If it doesn't turn as you wind, film is not moving through the camera. John
