Repairing a Canon 7s now, but the frameline arm dos not seem to be able to move back, have to push hard to restore, as shown by the part in big circle, even with the help of the biased spring, wondering whether I can add a bit of grease on the two washers.

oh hey, I recognize that granite slab!

You could add grease I guess, but the mechanism is designed to operate without lubrication - so either there's dirt, something's bent, or something's not aligned. Give the mechanism another look over before resorting to lubrication?
Check to make sure that the pin that changes the frame lines (sorta bottom left in the photo) is engaged properly with the frame line mask; if I recall if they're not meshed correctly it'll bind.
