Canonet 28: Stuck Film Speed Tab

I bought 3 Olympus rangefinders on eBay except one had morphed into a Canonet 28 upon arrival. I was actually fine with that because I have several Olympus rf's anyway. The Canonet 28, however, is refusing to allow me to set the film speed from its setting of ASA100. Totally stuck and won't budge. Any suggestions?
