As I've decided to stick with film for now, I would like to keep my costs as low as possible, so what is the cheapest color film that I can find anywhere?

Well Loneranger Adorama had Fuji 200 36 exps for 1.79 US and Kodak 200 36 exps 1.99 US Other than that out dated film often sells for pretty cheap

The cheapest colour film you can find anywhere is surely the one you find. I can walk into any Boots in the UK and buy Gold 200, but the supermarkets tend to stock Superia. However both of those places will charge more than AG Photographic charges for a roll of Ektar.

I'd just look around for bargains and buy what you can find, no need to stick to any one kind I don't think.

You don't mention where you are, but if in the U.S., Kodak Gold 200 is just about the least expensive I find. There are also drugstore brands (CVS, Walgreens, etc), that are just Fuji and Kodak consumer films repackaged. I'm not too happy with Fuji film at this price range, but Kodak Gold can yield some surprisingly good photos.

Well were I live in Finland Fuji superia is stocked in supermarkets. Last time I bought some it was about 8 euros for 3 rolls of 24 exposure superia 400..

Every time I shop around for a modest amount (a dozen rolls or so) of 35mm C-41 film, Adorama's Fuji Superia 400 in 36 exp has the lowest per-frame cost, factoring in the cheapest US domestic shipping. Disclaimers: Haven't looked lately. No relationship with Adorama.
