Functionally, they are the same, capable of offering Aperture-priority AE using M42 lenses with an aperture pin.
CE-2 is quite a bit bigger than CE-3, if you like robust and simple cameras, you'll prefer it. CE-3 is more modern (power winder, etc) and compact, but also rarer and therefore more expensive to get nowadays.
