Hi, I hope this is the correct place for this question:

What chrome lenses (CV, Nikon, Canon, Leica, whatever...) are adaptable for use on a Nikon F3/T? Ideally, I would like a titanium lens to match the titanium body but not sure if the colors are similar.

It seems that Nikon has only made one chrome lens, the 45mm Pancake lens, but it is a bit slow although the size is terrific and the bokeh is very nice.

Outside of a chrome lens, can S-mount lenses be adapted to F-mount?

I really dont know of any chrome lenses made for the F Nikon's. They seemed to think that black was fine all along. OK, the old ones had chrome barrels but with black focus rings.
As for mounting S-lenses on a F. It would not work as the film to lens distance is too short. You would end up with a S lens which only focussed to 12-15" distance and most likely, the mirror would be fouled by the rear of the lens. It does work the other way around though. With the now elusive S to F adapter, you can but F-mount lenses on your Nikon RF's. I use a 21f4 Nikkor with that on a S2. Much more reasonably priced than the original RF lens! It doesn't couple to the rangefinder, but with a 21 it doesn't make much difference anyway.
If you really want a chrome lens for a F, you could probably have a black/chrome old style 50 or 105 (or even the old 28f3.5) dismantled and have the black barrel "stripped" and re-anodized (if aluminium) with a clear coat or, if painted, just bead blasted to a chrome finish!
