For small tripods, I have one Slik mini II (looks cheap. but is pretty good once you replace the head with something better), one half height Giottos (long gone from their catalogue, a Gitzo imitation under 1kg capable of solidly supporting large format cameras at 60cm height) and a Cullmann Magic. More expensive, higher (130cm) and a bit heavier than the two above, but solid enough for a RB67 while folding into a flat pack that will fit inside a camera bag.

Look for a used FEISOL traveler tripod. I have one that I use for macro work.

It's a little more than my original budget, but not too bad. Seems like a reputable company, but so again is Benro.

YES!
Saw it at photokina (where I did indeed try to look for a suitable tripod to meet your specifications). Go for it, either the metal or (slightly preferably) the carbon fibre version. It's about the same size and weight as a litre bottle of water.

lik Sprint Mini II tripod weighs 1.75 lb.
It works for me especially with its folded length of less than 14 inches. With a better head you can support much more weight. Take another look at it, you may find you do like it.
I have one too and find it ideal for a leica sized camera
