When scanning traditional emulsions like Tri-X and HP-5, does the infrared cleaning setting in Vuescan have any effect at all, or is it only effective with C-41 films?

It only works with C-41 and E-6 films. With black and white films, it may give really whacked out ultra high contrast results with banding. Same goes for Digital ICE built into NikonScan

Forgot to say infrared cleaningDOES work just fine with the C-41 process black and white films like Ilford XP-2 and Kodak 400CN. Just doesn't work on traditional films.

Best to keep film clean, work in dust free area, and inspect film with a loupe before scanning.
Then you need to use the clone stamp.
Cleanliness in next to Godlyness when it comes to film and scanning. All auto cleaning destroy the image to some extent. Do not use.
Brushes, canned air, and a loupe are your best friends.
