copex rapid development issue

I developed a roll of copex rapid in POTA as I had the ingredients on hand. I have done it before and the results where great. but not this time. any idea of what the issue was? look at the sky. I thought maybe it was drying marks so I rewashed and dried the film.... 3 times and nothing. yes the marks are on the negs.

any thoughts?

John, phenidone is pretty well known for streaking areas of only slight or gradual tonal change, like skies. It is important to agitate vigorously and continuously for the first 1-2 mins.
Most special developers for this type of film state that in the instructions.
