A monopoly is only a monopoly if it stands in the way of someone powerful (Lobby, Politician, Corporation) if that doesn't apply and only small companies and people get shafted it's not a monopoly.
If you were rich and Chinese, wouldn't you want an investment outside China? Before the current Chinese Empire implodes, as it always has done in the past?

it may be a monopoly, but i don't think it is necessarily bad news for images... given what's available online, etc. there will be alternatives for buyers seeking new images, and maybe a lot more work for photographers to fill any gaps made by corbis/china overcharging.
for the unique photo's they own, they may be able to command a usurious price... do we know how much the impact of that will be? time will tell.
