Cranes on the Skyline

We live in Upstate NY controlled by NYC, there haven't been cranes on the horizon in decades
 
One thing I found puzzling on my recent 10-day trip to Cambodia was the hundreds of abandoned construction projects scattered across the provinces - more so in Phnom Penh: dilapidated, weathered, unfinished skeleton buildings; surrounded by eroded, weathered, construction debris and equipment.

Upon questioning this, my guest expressed that they ran out of money. I'm not so sure...

But, there was a lot of new development and construction also - some finished or close to completion and looked really nice.

Frustratingly I didn't take a photo as I was trying to get somewhere but seeing six or seven cranes building the New Ellison Institute of Technology in Oxford, looming over English suburbia, I couldn't help thinking of the Martians assembling their fighting machines on Horsell Common.
