Yes, I do quite frequently.

I use two Courier Ware customized satchels. One is their extra small and the other is their mini. In the mini I carry an M9 with 21/28/50/90, though this combo gets mixed around depending on the situation. In the other bag I will carry extras for that outing, such as an additional odd lens or two I think I might need, or some snacks, water, light sweater, etc. When shooting weddings I add a couple Domke pouches to the extra small satchel and that set up then carries my Canon EF extras, such as a 70-200, 85L, 50L, flash, spare batteries, cards, etc. (in addition to the Leica gear in the extra small satchel)

It's probably more gear than you're thinking of carrying around, but I definitely prefer it over one larger bag, such as a backpack. I find the weight is better distributed with one over each shoulder and the straps crossing over my chest. I have easy access to everything very quickly. They stay quite close to my body because they're unstructured and unpadded, especially when not fully loaded, making it much easier for me to move through throngs of people at events, etc. instead of slamming into them with a larger boxy, padded bag.

The only tradeoff is these satchels offer little additional padding for the gear, therefore one doesn't want to bang them against walls, door frames, etc. too hard or too often. But so far so good.
 
Sometimes I take my Domke F-802 and smaller F-5XB. I don't always carry both at once. Usually the F-802 stays in the car and a body and a couple of lenses are packed in the F-5XB.
 
When I was a news photog I had all my cameras in one bag, and all my flash stuff in another. Does that count? Not since then, though
 
I've thought about it before, but then I just take out what really isn't necessary to make room for what is. I like a big bag you can sit or kneel on just in case.

I'm not really looking for alternatives...just curious about people using 2 small bags.
I have a think tank citywalker 30...a big bag...but I don't really care for big bags...add to that I have the bowery, a bag that is the most comfortable bag that I have ever used...and my mind wanders to using 2 of them occasionally...which leads to my question.
