In case you are using Patterson reels and haven't realised, there is a setting between 35mm and 120 that is for 127 film. If you are looking for steel spirals, then obviously this doesn't apply.

I am considering plastic but I'm not sure if I can develop 2 at a time?

You can develop two or more rolls of 127 in Paterson reels if you have a big enough tank. You won't be able to fit two rolls in the standard tank that takes two rolls of 35mm, of course, but there are bigger Paterson tanks.
It is possible to load two rolls onto one reel but I've never been able to pull it off.

It is possible to load two rolls of 127 (and 120) on to JOBO reels.
Their 1500 series reels, as well as their pro reels, have a stop tab that prevents overlap when two films are loaded on to the same reel.
JOBO reels do not fit Patterson tanks but a single or double reel JOBO tank, with reels, from eBay wil not break the bank.
Make sure the little red tab is present on each reel.
