Did Putin Spy on President Reagan as a Photog?

One race always seem to think that everyone else of a different race looks the same.

Also, so what if *surprise, surprise* the Kremlin was keeping their eyes on any diplomat visiting their county, especially if it was the P of the US of A?

But then again, why would you have a KGB employee standing next to him "posing" as a tourist? To sneek a photo? Get real, the whole media was there... and there are tons of pictures of Regan around... why would you go through all that effort?

"Tourist" with a camera does not equate to spy/terrorist/enemy. Spy/terrorist/enemy does not equate to camera/surveillance/photography.

Sure looks like Putin to me. Maybe he was there as KGB handler for the kid. If you were there as either a tourist or photojournalist wouldn't you be using the camera to take a picture? As KGB you would need the camera only as a prop. Probably no film in it.
 
It is not Putin. This guy does not look that much alike anyway. Putin, originally from St.Petersburg, was within counter intelligence in East Germany at this time. Due to the local unrest in East Germany in 88', he must have been very busy.

Why should Putin be 'spying' on Reagan with a tourist camera....?

I am prity sure that Sovjet Intelligence suspected that Reagan, far into his second term, suffered Alzheimer already then (due to Reagan's 'laziness and ineptitude' - after the assassination) and that they did not really consider him as the boss, as such, but related more to people in his staff, like Frank C Carlucci/James Baker/George Schultz etc.

To the Sovjet intelligence community Ronald Reagan was 'something to show the tourists'. Which they did.
 
Pete Souza, the man that took this photograph is now the white house photographer for Obama. Souza said something about it in an interview on National Public Radio, and mentioned it could have been Putin in the background.

Let me assure you President Reagan was in charge. He was not a micro-manager.
