Did RFF jump the gun on charging the new ad rates??????

It was my understanding the new $5 rate becomes effective 2/1/08 but much to my surprise, I was charged the new rate today (1/31/08) at 9:00 PM EST. What gives????

It is 2/1/08 in some time zones already. Maybe the code is keyed to GMT?
