Does ID-11 1litre box contain 1x Part A and 2x Part B?

I've acquired an opened box of ID-11 developer to make 1 litre, containing 3 unopened satchels (weights in brackets):
1x Part A (11g)
2x Part B (111g each)

Is this how it comes? I was wondering if there is one too many Part B satchels in the opened cardboard box? See below:

Also two boxes of ID-11 in the 2.5 litre size, each of these boxes only contains two unopened satchels:
1x Part A (30g)
1x Part B (300g)

...so you can see why I'm confused!

The Ilford site is not informative about the number of packets of parts A and B inside their boxes.

Lynn I tend to use the 5 litre size these days so it has been a while since I have bought a 1 litre box. But the 5 litres are always 1 x A and 1 x B. I can't recall the 1 litre size being different and I'm sure I would. I reckon it is a packaging stuff up.
