Supreme Soviet had voted the USSR out of existence 17 years earlier.

Dom Sovietov (“House of the Soviets), a pharaonic building, half-finished and never used. For some it is an examle of Brutalist Architecture, others refer to it as the worst case of post-war soviet architecture. In the photo the building is partially covered by large canvases related to the World 2018 Soccer Championship
