Unless you open the camera´s top cover it wouldn´t be easy to locate the trouble.
For the info, go to the Yashica Guy´s website. It´s filled with valuable info, as well as repair instructions (if you feel confident to DIY).
What can it be?
The linkage from the winding lever is done by a serrated piece moving sideways which engages a toothwheel which drives the cocking pin in the lens barrel (ít´s in the upper area of the camera, right under the electronics assy). If there are troubles here, that´s the easy part.
The difficult one is if everything points towards the mechanism inside the lens barrel.
I cannot give any advise of service facilities in Canada, but I will strongly recommend you to send a PM to Greyhoundman (another RFF member but from the USA) who knows much much more than I do in regard of Yashicas (other brands too) and repairs them at reasonable prices.
