I have a vintage Elmar 50/2.8 in M-mount, whose aperture ring can move past f/16 far enough to be f/32 (according to my in-camera meter). Is that normal for this lens?

I must agree, sadly, that no lens's aperture can open wider than wide open. I've had three Leitz lenses, though, in which the aperture ring could be turned beyond the mark of the largest stop. In those, the smallest marked stop could not be reached at the other end of the scale.

That's something a lens technician can easily fix -- that happens when someone disassembles the lens and does not take care to mark alignment of aperture ring and lens barrel before removing parts.
