Emulsion side of neg sticky?

Just very quickly - the emulsion (under side) of my just developed 400tx negative is sticky after drying. It's like it has a very very thin sticky rubber coat....

Does anyone know what this means?
I fixed for 4 minutes, used d76 @ 9 3/4 mins and washed for about 10 minutes with photoflo as the last one, and then hung up to dry.

It means it isnt dry yet. Let it dry longer.

I knew it was something simple... only other thing I could think of was the photo-flo I used (for the first time) Used 1/200 like it said and did it after washing for 30secs.

I'll let it dry out some more and see how it gets
